ان شبكة الرايس تتألف من الدول الاعضاء في الهيئة الاقليمية لمصائد الاسماك (الريكوفي) والتي وافقت على تأسيس نظام للمعلومات لتسهيل تبادل البيانات الخاصة بتربية الاحياء المائية في منطقة الخليج، بالاضافة الى تطوير شبكة غير رسمية، مرنة وعملية من الخبراء لتشجيع وتنمية تربية الاحياء المائية في المنطقة.
